The Workshop deals with the regeneration and adaptive reuse project of the existing, circular design/construction process, using the sustainability criteria through innovative materials and limited economic resources.

The case study is located in the Divjakë-Karavasta National Park in Albania, where Dastu and INTBAU Albania, promoters of the workshop, in collaboration with the Municipality of Divjakë and the Park Authority has launched the three-year research project called “Urban Lab”. The Workshop explores the possibilities of rethinking and reusing some existing “ruins” within Divjakë-Karavasta National Park and linked to local historical memory – bunkers, military garrisons dating back to the Italian occupation between the 1930s, used for the internment of artists and writers during the Albanian civil war of 1997 – reconnecting them to the environment of the forest that hosts the buildings and rediscovering, in permanence and variations, new ways of living and share the experience of the park and its various ecologies.

The Workshop will cope with experimenting, using innovative construction systems with a series of international guests which work in the field of architecture, urban and landscape regeneration. Projects will be developed focusing on (even temporary) recovery and adaptive reuse of the buildings and their immediate context, with the constraint of studying circular construction processes and using limited economic resources.

SYNTHETIC PROGRAM

The workshop will be divided into different phases that will involve notonly students of the Polytechnic of Milano and the Polytechnic University of Tirana, the lecturers/guests and assistants, but also the Albanian reference entities.

Part 1 (2 days): Workshop preparation seminars with virtual inspections, meetings with local authorities and lessons dedicated to inspecting the workshop materials and illustrating ongoing research on the casestudy.

Part 2 (5 days): Seminar days are planned (with lectures and reviews held by various external guests) alternating with the development of group projects, coordinated by assistants and coordinators.

Part 3 (1 day): Final discussion con guests and forwards/greetings.

Part 4: production (2 days): Individual and group work with the support of assistants and coordinators to finish the materials produced during the workshop.

From November 2019, INTBAU Albania is lead partner of the ongoing project “Increasing civic awareness on standard energy efficiency measures in Albania”, a project funded and supported by IPA II European Union Integration Facility 2015.  The overall objective of the action presented by INTBAU Albania is to address mainly the areas of energy efficiency in the residential sector in Albania, focusing on the building stock constructed before 2006 in Tirana, to increase the capacities of the civil society organizations and residents of Tirana on the energetic performance of the building stock in Albania and potential measures to be taken in accordance with the European Performance Building Directive and Energy Efficiency Directive and empower them to take action. Specific Objectives of the project:

  • To raise awareness and foster a better understanding of the European Union directives on energy performance in accordance with the EU Acquis and standards, using a simplified language, and enhance public debates on this matter, including the close involvement and dialogue with the CSOs and local residents in urban and suburban areas.
  • To increase the active involvement and capacities of civil society organizations about energy efficiency in EU legislation and potential financial resources.
  • To act as a mediator/facilitator in supporting a strong cooperation and active discussion between CSOs communities in the field, resident of Tirana, public institutions, as well as academia and media, resulting in developing a network of stakeholders, which can become important actors in the implementation processes of policies such as the National Plan of Energy Efficiency in Albania (2017-2020) and respective approved laws and regulations.
