The case study is located in the Divjakë-Karavasta National Park in Albania, where Dastu and INTBAU Albania, promoters of the workshop, in collaboration with the Municipality of Divjakë and the Park Authority has launched the three-year research project called “Urban Lab”. Workshopi ka si qëllim kryesor krijimin e projekteve të rigjenerimit dhe konservimit të ndërtesave/hapësirave ekzistuese, duke përdorur kriteret e qëndrueshmërisë përmes materialeve inovative dhe burimeve të kufizuara ekonomike.

Rasti studimor ndodhet në Parkun Kombëtar Divjakë-Karavasta në Shqipëri, ku që prej tre vjetësh Dastu dhe INTBAU Albania, promovuesit kryesorë të workshopit, në bashkëpunim me Bashkinë e Divjakës dhe Autoritetet përgjegjëse të Parkut kanë nisur projektin kërkimor të quajtur "Urban Lab". Nëpërmjet këtij workshopi shqyrtohen mundësitë e konservimit dhe rigjenerimit të disa prej "rrënojave" ekzistuese brenda Parkut Kombëtar Divjakë-Karavasta të cilat lidhen me kujtesën historike vendase - bunkerët, garnizonet ushtarake që datojnë që nga pushtimi italian rreth viteve‘30, të përdorura për internimin e artistëve dhe shkrimtarëve gjatë luftës civile shqiptare të ’97. Me rëndësi është forcimi i lidhjes mes mjedisit të pyllit ku gjenden ndërtesat dhe rizbulimi i mënyrave të reja të jetesës dhe ndarja e përvojës së parkut dhe sistemit të tij ekologjik.

Ndërthurja e mënyrave inovative të sistemeve të ndërtimit dhe përfshirja e profesionistëve ndërkombëtarë të cilët punojnë në fushën e arkitekturës, planifikimit urban dhe rigjenerimit të peizazhit janë vetem disa nga avantazhet e këtij workshopi. Gjithashtu, projektet që do të zhvillohen do kenë si fokus kryesor konservimin dhe rigjenerimin (në disa raste edhe të përkohshëm) të ndërtesave ekzistuese në harmoni me mjedisin rrethues dhe përdorimin e burimeve të kufizuara ekonomike.

SINTEZË E PROGRAMIT

Workshopi do të ndahet në katër faza të ndryshme që do të përfshijnë jo vetëm studentët e Politeknikut të Milanos,studentët/arkitektët e rinj/të reja nga Shqipëria, lektorët/të ftuarit e asistentët, por edhe entiteteshqiptare referuese.

Pjesa 1 (2 ditë): Seminare me inspektime virtuale, takime (virtuale) me autoritetet lokale dhe leksione të dedikuara për njohjen kontekstit dhe ilustrimin e hulumtimeve të vazhdueshme mbi temën në studim.

Pjesa 2 (5 ditë): Ditët e seminareve janë planifikuar (me leksione dhe vlerësime të mbajtura nga lektorë të ftuar të jashtëm) duke i alternuar me zhvillimin e projekteve në grup, të koordinuara nga asistentët dhe koordinatorët.

Pjesa 3 (1 ditë): Diskutimi përfundimtar me profesionistët e ftuar dhe përshëndetjet përmbyllëse.

Pjesa 4: (2 ditë): Punë individuale dhe në grup me mbështetjen e asistentëve dhe koordinatorëve për të përfunduar materialet e prodhuara gjatë seminarit.

Specific Objectives of the project: To raise awareness and foster a better understanding of the European Union directives on energy performance in accordance with the EU Acquis and standards, using a simplified language, and enhance public debates on this matter, including the close involvement and dialogue with the CSOs and local residents in urban and suburban areas. Që në Nëntor 2019, INTBAU Albania është partneri kryesor i projektit "Rritja e ndërgjegjësimit qytetar mbi masat standarde të eficiencës së energjisë në Shqipëri", a project funded and supported by IPA II European Union Integration Facility 2015.  The overall objective of the action presented by INTBAU Albania is to address mainly the areas of energy efficiency in the residential sector in Albania, focusing on the building stock constructed before 2006 in Tirana, to increase the capacities of the civil society organizations and residents of Tirana on the energetic performance of the building stock in Albania and potential measures to be taken in accordance with the European Performance Building Directive and Energy Efficiency Directive and empower them to take action. Specific Objectives of the project:

  • Për të rritur ndërgjegjësimin dhe për të nxitur një kuptim më të mirë të direktivave të Bashkimit Evropian për performancën e energjisë në përputhje me Acquis dhe standardet e BE-së, duke përdorur një gjuhë të thjeshtuar, dhe për të forcuar debate publike mbi këtë çështje, duke përfshirë OJF-të dhe banorët vendas të zonave urbane dhe periferike.
  • Për të rritur përfshirjen aktive dhe kapacitetet e organizatave të shoqërisë civile në lidhje me eficiencën e energjisë në legjislacionin e BE-së dhe burimet e mundshme financiare.
  • Të veprojë si një ndërmjetës për të mbështetur një bashkëpunim të fortë dhe diskutim aktiv midis komuniteteve të OJF-ve në terren, banorëve të Tiranës, institucioneve publike, si dhe akademsë e medias, duke rezultuar në zhvillimin e një rrjeti të palëve të interesuara, të cilat mund të bëhen aktorë të rëndësishëm në proceset e zbatimit të politikave të tilla si Plani Kombëtar i Eficiencës së Energjisë në Shqipëri (2017-2020) dhe ligjet dhe rregulloret përkatëse të aprovuara.

INTBAU Albania in particular has been a consultant for the evaluation and analysis of Architectural and Cultural Heritage. The report presented a detailed analysis of buildings and areas of interest, focusing on historical developments, cultural assets, and traditional architecture. In the report are described and analysed natural monuments, archaeological sites, historic buildings, fortifications, religious objects, traditional dwellings, industrial buildings and mining. Furthermore, the strategy proposed by GLP stood all sites and monuments that have the potential to contribute to the growth of tourism or to build and strengthen the economic processes.

]]> Gjatë periudhës Shkurt - Prill 2016, INTBAU Albania ka bashkëpunuar me A&I Studio dhe PANGEA për të hartuar Planin e Përgjithshëm Vendor (GLP) për Bashkinë Kukës dhe Dibër. Në veçanti INTBAU Albania dha një konsulencë për vlerësimin dhe analizën e Trashëgimisë Arkitektonike dhe Kulturore. Raporti paraqiti një analizë të hollësishme të ndërtesave dhe zonave me interes, duke u përqëndruar në zhvillimet historike, pasuritë kulturore, arkitekturën tradicionale. Në raport janë përshkruar dhe analizuar monumentet natyrore, vendet arkeologjike, ndërtesat historike, fortifikimet, objektet fetare, banesat tradicionale, ndërtesat industriale dhe minierat. Për më tepër, strategjia e propozuar nga GLP qëndronte në të gjitha vendet dhe monumentet që kanë potencial për të kontribuar në rritjen e turizmit ose për të ndërtuar dhe forcuar proceset ekonomike.

On 6-7th of May 2017, INTBAU Albania successfully organized the ‘Drin Day’ event, with two main goals- the preparation of a guide of the architectural heritage along the Drini River Fronts; and the field trip along the River Drini Basin with the main stopover on the Archeological site of the Koman. It was an activity developed within the framework of Drin CORDA and GWP-Med. The participating group comprised a wide range of experts and shared many ideas and proposals on the preservation of natural and cultural resources, as well as on the future development for the Drin River Basin.
